In the report, the Council's planning officer wrote:
Recommendation
That planning permission be refused for the following reason:
1. That, having regard to the housing mix proposed, the development would fail to meet an identified local housing need contrary to Policy H7 of the approved South Oxfordshire Local Plan, 2011 Second Deposit Draft.
The report explains that the application proposes the construction of 1 five-bedroom house, 1 four-bedroom house, 6 three-bedroom houses and 1 two-bedroom house. In contrast, surveys of housing needs conducted in 2000 and 2004 identified that the largest requirement is for two-bedroom dwellings. Thus, the proposed development clearly fails to meet the local housing needs.
Mr Nikolas Lyzba of The John Phillips Planning Consultancy addressed the committee in his capacity as agent for the developers Cranbourne Homes Ltd.
Mr Lyzba's approach seemed aggressive and his argument appeared to be that since the Planning Appeals Inspector had granted outline planning permission for an earlier application (and smaller development) they could do what they liked within the same general ground plan.
There was almost no discussion among the Planning Committee members; they rejected the application unanimously.
